A young woman received a shocking £150 fine for feeding a pigeon in Manchester. Sam Elkin was in Piccadilly Gardens when she offered a piece of tortilla to a bird. She was unaware it was an offense. The council states littering attracts vermin and harms public spaces. The matter is now under review by Manchester City Council.
